Assessing

The City of Maple Plain contracts with the Hennepin County Assessor's Office for assessing services. The assessor is responsible for establishing the estimated market value and determining the property classification of each parcel of property located within the City of Maple Plain on an annual basis for the purpose of property tax allocation. Minnesota State Statute requires that the values set by the assessor represent 100 percent of market value. The assessor must provide uniform property values to ensure that the tax burden is distributed fairly and equitably.


Assessors Responsibilities

  • Inspect and review all existing properties in the city at least once every four years.
  • Inspect and review properties for which permits were issued in the current year and any partial assessments from prior years.
  • Provide value and ownership information to the public.
  • Calculate property values
  • Send notices listing current property value to all property owners each March. At this time, staff reviews concerns of property owners who wish to contest the value set by the Assessor. If the issue cannot be resolved, owners may contest the value to the Board of Appeal and Equalization.
  • Maintain Homestead Status, which is the property tax classification that may be applied to an occupied property for one’s primary place of residence.


About Your Property Taxes

Assessors are responsible for estimating property values and setting property use classifications for tax purposes. In Minnesota, property taxes provide most of the funding for local government services. The County Treasurer (Hennepin County) collects the taxes and distributes the money between the County, City, school district and special districts such as the Metropolitan Council or watershed districts.  The tax on each property is determined according to its value, property use and the property tax levies.

The Board of Appeal and Equalization has statutory responsibility to review estimated market values and property classifications in the City. Its function is to hear appeals of individual property owners and determine the correct value or classification. The Maple Plain City Council acts as the Board of Appeal and Equalization for the City of Maple Plain. It should be noted that the Board cannot adjust the payable 2023 taxes as the current taxes are based on the previous year's value. The current valuation process will be reflected on 2024 taxes payable. This meeting is held each spring in March or April in the City Council Chambers.
