The City's utility billing includes water, sewer, and storm sewer drainage. In addition a water testing charge assessed by the state of Minnesota is also billed and remitted to the state.

Rates for all utilities are based on the funding required to cover operation, maintenance, and capital costs of the utility infrastructure which includes lift stations, water treatment plant, water mains and pipes, a water tower, sanitary sewers, and storm water management.

Utility Bills sent out quarterly in the months of January, April, July, and October and include the City's Quarterly Newsletter. Payments must be received by the last day of the month that bills are sent out to avoid a 10% late fee.

Utility Billing Information

Utility bills are sent out quarterly in the months of January, April, July, and October. Bills are due the last day of the month that bills are sent out. If bills are not paid on time a 10% late fee will be added.

Option 1: Pay Online

Click HERE to make a payment through our secure payment processor, Payment Service Network (PSN). You can make a one-time payment or set up Auto-Pay for the amount of your bill or a fixed amount per transaction. You can also print PSN payment receipts, change how you pay, cancel Auto-Payments and much more, instantaneously. Please consider having your bills send out only electronically by going to the View Bills tab and select "Go Paperless". This helps City reduce costs For more information visit our Online Payments page.

Option 2: Pay By Smart Phone or Tablet

Download "PSN Payments" to your device at the App Store® or Google Play™ You will need to register online to use the application.

Option 3: Pay by Phone

Call PSN toll-free 1-877-885-7968. Make sure to have your bill handy to provide your customer account number.

Option 4: Pay In-Person

Bring payments to City Hall during office hours or deposit in our after hours drop box located at City Hall next to the front entrance.  Please note we are only able to accept cash or checks payments in the office and drop box.

How to View Your Bill Online


You can view your utility bill online, and if you want, you can opt out of paper bills at any time, helping the City reduce costs. Give it a try; you will love the convenience. We will send you an email each time your new bill is ready to view. The newsletter is also sent with the e-bill. Just make sure that your pop-up blocker is turned off to ensure delivery. You can also sign up to receive the newsletter electronically as a separate email through the City's Email Updates.

Step 1: Register to View your Bills Online (FREE Service)

If you have already registered on PSN to make payments, you are automatically enrolled in eBills. Simply click HERE and select the View Bills tab. Towards the bottom of the page, check "Yes" and then click Submit to go "paperless" if you would like us to stop sending your paper bills and help save money and resources.

If you have not yet registered for paying online, click HERE and register. (You do not have to pay online to view your bills online.) Enter your account number and your name. Then at the bottom of the page, click Select. Fill out your profile information. Please consider going "paperless" when asked.

Step 2: Enter Our Email in Your Address Book

To make sure your receive our email notifications, copy and paste the following email into your address book.

That's it! With the next billing cycle, we will send you an email letting you know your bill is ready and a link to view your bill. Remember, you can easily make an online payment right from your email notification.

Opt out of Receiving Paper Bills

You can take this step immediately or if you would prefer to test out receiving your emails electronically for a quarter or two, you can take this step at any time. Simply click HERE, go to the View Bills tab and select "Go Paperless".

The City's utility billing includes water, sewer, and storm sewer drainage. In addition a water testing charge assessed by the state of Minnesota is also billed and remitted to the state.

Rates for all utilities are based on the funding required to cover operation, maintenance, and capital costs of the utility infrastructure which includes lift stations, water treatment plant, water mains and pipes, a water tower, sanitary sewers, and storm water management.

  • Water charges include a minimum fee (Water Fixed Fee) plus an additional fee based on the number of gallons used (Water Volume)
  • Every property connected to municipal water in the state of Minnesota is charged an annual connection fee to pay for water testing done by the Minnesota Department of Health. The City of Maple Plain collects this fee quarterly (Water Testing Fee, $1.59 per quarter) and reimburses it to the Department of Health.
  • Sewer charges include a minimum fee (Sewer Fixed) that covers up to 1,000 gallons. If more than 1,000 gallons is used additional Sewer Volume is charged.
  • The Storm Water Utility fee pays for cleaning, maintenance and improvements to the stormwater treatment system throughout the City. Residential properties are charged $8.91 per quarter per lot and the charge for Commercial (non-residential properties is based on property zoning and billable acres.

Utility bills for a rental property can be in the property owner's name or the tenant's name.

Please note that if a tenant does not pay the utility bill, it is the property owner's responsibility.

If the utility bill is in the tenant's name, the rental property owner will receive a duplicate copy of each month's utility bill.

It is the property owner's responsibility to notify the city if a tenant is moving in or out of a rental property. The City of Maple Plain requires at least five to seven days notice prior to a tenant moving in or out in order for a final meter reading to be scheduled.

It is ultimately the owner's responsibility to notify us of any changes to the account, including any updates to an owner's mailing address, name change, etc.
